NEW DELHI / RIYADH — The Ministry of External Affairs has officially named Shri Vipul as India’s next Ambassador to the Kingdom of Saudi Arabia. The 1998-batch Indian Foreign Service (IFS) officer currently serves as the top envoy to Qatar. He is expected to transition to his new diplomatic responsibilities in Riyadh shortly.
A Proven Track Record in Gulf Diplomacy
Shri Vipul brings more than two decades of elite diplomatic experience to Riyadh. He took charge as India’s Ambassador to Qatar in August 2023. During his tenure in Doha, he expanded bilateral trade, energy ties, and cultural exchanges. He also prioritized high-level strategic engagements.
His deep familiarity with the region is a significant asset. From 2020 to 2023, he managed India’s diplomatic relations across the region as Joint Secretary of the Gulf Division.
He also served as the Consul General of India in Dubai from 2017 to 2020. In the United Arab Emirates, he worked closely with the large Indian community and strengthened commercial cooperation.
Sending a veteran diplomat with extensive regional experience underscores New Delhi’s intent to maximize its partnerships in the Middle East.
Diverse Portfolios and Academic Excellence
His career spans major international hubs. He has held important assignments in Cairo, Colombo, and Geneva. His diverse portfolio covers political relations, development cooperation, disarmament, international security, and media affairs.
Between 2014 and 2017, he served as Director and later Joint Secretary in the Office of India’s External Affairs Minister.
His academic background bridges engineering and management. He graduated from the Indian Institute of Technology Delhi with a degree in Mechanical Engineering in 1994. Later, he earned a Master of Business Administration from the Indian School of Business as part of the PGP Class of 2008.

This high-profile appointment arrives at a crucial moment. India and Saudi Arabia are rapidly deepening their strategic ties. The two nations continue to expand collaborations across energy, trade, technology, defense, and investment.
